Can't think of any other reason to do it. About the burlap - it probably came as a B&B, but given how big the tree seems in the picture, I'm surprised it hasn't decomposed yet. I think the burlap decomposes fairly easily underground, but I hope they at least opened it up around the trunk before filling the hole. Maybe what's left just a small remaining shred?
